The Complete Checklist for Importing Goods to the USA (2025)

Customs broker checking import documents for container arrival at US port

Importing is 10% buying products and 90% paperwork. If you miss one document, your container can sit at the port accumulating “Demurrage Fees” of $200+ per day.

Whether you are a first-time Amazon FBA seller or an established business, use this checklist to ensure your shipment clears US Customs without a hitch.

Phase 1: Before You Ship (The Planning)

  • [ ] Classify Your Goods: Find the correct HS Code (Harmonized Tariff Schedule). This determines your duty rate.
  • [ ] Calculate Landed Cost: Use a CBM Calculator to estimate shipping + duty + product cost.
  • [ ] Check Restrictions: Ensure your product isn’t banned (e.g., certain batteries, foods, or trademarked items).
  • [ ] Get a Customs Bond: You need a “Continuous Bond” (annual) or “Single Entry Bond” to import into the US. (Your forwarder can sell you this).

Phase 2: Booking the Freight (The Action)

  • [ ] Select Incoterms: Decide between FOB (cheaper/more work) or DDP (easier/more expensive).
  • [ ] ISF Filing (10+2): CRITICAL. This must be filed with US Customs 24 hours BEFORE the ship leaves China. Late filing = $5,000 fine.
  • [ ] Commercial Invoice: Ensure your supplier lists the correct value and description.
  • [ ] Packing List: Must show net weight, gross weight, and CBM.

Phase 3: Arrival (The Clearing)

  • [ ] Arrival Notice: Your forwarder will send this 3-5 days before the ship lands.
  • [ ] Pay Duties: Transfer the tax money to US Customs via your broker.
  • [ ] Customs Release (CBP Form 3461): The “Green Light” that your goods are legally in the country.
  • [ ] Freight Release: Confirmation that you have paid the shipping company.

Phase 4: Delivery (The Last Mile)

  • [ ] Delivery Order (DO): Authorization for a truck to pick up your container.
  • [ ] Appointment: If delivering to Amazon FBA, your trucker must book a slot in the Amazon carrier portal.

Summary

The most common reason for delay is the ISF Filing. If your supplier ships the goods before you file ISF, you are automatically fined. Always hire a Customs Broker or Freight Forwarder before you pay for the product.
